Meta Cultural and Development Association, USA (MECUDA-USA),
Proposed BYLAWS, adopted by the General Assembly meeting on 07/12/2013, in Boston, MA.
ARTICLE I: GENERAL PURPOSE
These by-laws are drawn up as the laws governing the aforementioned MECUDA-USA herein after referred to as ‘The Association. Meta Cultural and Development Association USA agrees to conduct activities and programs in the furtherance of the foregoing purposes as may be carried out by the association, organized and operated exclusively for charitable purposes to meet the requirements of Section 214 of the California Revenue and Taxation Code, and which has established its tax exempt status under Section 501(c) (3) of the Internal Revenue Code. Members also agree that the purpose of the Association shall be to assist in the advancement of social, educational, cultural, and agricultural and public health development among people of Meta origin in the United States and in Cameroon.
Sec I: NAME
The name of the Organization is Meta Cultural and Development
Association abbreviated MECUDA U.S.A. (which has acquired an independent status of a nonprofit organization in compliance with the State of California and Federal laws of the United States).
Sec II: OBJECTIVES
MECUDA USA’s mission is:
1. To assist in the advancement of social, educational, cultural, agricultural and public health development among people of Meta origin in the United States and in Cameroon
2. To act as a catalyst in the furtherance and implementation of MECUDA
USA charity objectives
3. To promote a forum for debates and discussions on economic, social, agricultural, technical, educational and cultural development.
4. Carry out charity projects of development, education, agriculture, social, cultural and health programs within our communities.
5. Encourage and support all such development projects in the Meta region of Cameroon as Non-Substantial Part of the Objectives
ARTICLE II: MEMBERSHIP TO MECUDA-USA
1. Membership to MECUDA USA is opened to all Meta people by birth, marriage or other affiliations resident in the United States.
2. Honorary membership shall be conferred to adults who are 18 years and above who identify with the needs and aspirations of MECUDA USA without regards to race, nationality, color, religion, gender or disability.

Mission:
To assist in the advancement of social, cultural, educational, economic, agricultural and public health development in Meta land and the USA, and to support members in various undertakings towards a healthy association.
Vision:
Unified by a common purpose, MECUDA-USA will be a catalyst for development that focuses on improving the quality of life of its members in the USA and people of Meta land in Cameroon.

5 Years Goals/Objectives/Key Performance Indices/Bench Marks
GOAL #1: MECUDA USA is a strong socio-cultural organization with a non-profit (501c) status in the US.
Objective#1: MECUDA-USA shall operate within the not-for-profit specifications of the US.
o KPI#1: Transparent documentation and publication of financial transactions
o 5 Years Bench Mark (By 2023): Document all financial transactions promptly and accurately and publishing financial reports from each major event within two weeks after the event and publishing accurate general financial reports every quarter.
o KPI#2: Filing of annual state and local taxes.
o 5 Years Bench Mark (By 2023): On-time filing of annual taxes on/before May 15 each year.
Objective#2: MECUDA-USA shall encourage the creation and sustenance of local MECUDA chapters within the US.
O KPI#1: Number of local chapters (with specific goals that are aligned and not in conflict with the National goals) created.
o 5 Years Bench Mark (By 2023): 5 new local chapters.
O KPI#2: Number of local chapters operating under the canopy of MECUDA-USA.
o 5 Years Bench Mark (By 2023): All existing US local chapters operate under the canopy of and are in good standing with MECUDA-USA.
Objective#3: MECUDA-USA shall encourage the creation and maintenance of youth groups
O KPI#1: Level of engagement of the youths in national and local chapter activities.
o 5 Years Bench Mark (By 2023): Increase the participation of Meta youths in the local and national chapter activities by 50%.
O KPI#2: Number of national and local chapter events organized by and/or for the youths.
o 5 Years Bench Mark (By 2023): At least 10.
Objective#4: MECUDA-USA shall establish a collaborative leadership model based on trust and communication that is timely, frequent and transparent and provide opportunities for leadership training to its members, especially but not limited to its leaders.
O KPI#1: Number of leadership training opportunities provided to members and/or leaders.
o 5 Years Bench Mark (By 2023): At least 1 a year.
O KPI#2: Frequency of joint leadership meeting.
o 5 Years Bench Mark (By 2023): At least once every quarter.
OKPI#3: Frequency of updates provided to the general assembly through official organization’s media (e-group, website, etc).
o 5 Years Bench Mark (By 2023): At least once every month.
O KPI#4: Frequency and participation rate of members satisfaction survey.
o 5 Years Bench Mark (By 2023): At least once a year with at least 50% participation.
GOAL #2: MECUDA-USA and its constituents are engaged with and supportive of the community in the USA.
Objective#1. MECUDA-USA shall have a strong presence in the USA Community.
o KPI#1: Number of socio-cultural, educational and economic activities carried out in the US by local chapters and MECUDA-USA (National).
o 5 Years Bench Mark (By 2023): 10 formerly recognized activities.
o KPI#2: A well-developed external relations plan for the US to enhance the image that focuses on the organization’s ability to foster relationships and enhance the organization’s fund-raising capabilities.
o 5 Years Bench Mark (By 2023): A plan developed approved and articulated.
o KPI#3: Established strategic/affiliate partnership with foundations and/or other cultural groups to increase the organization’s reach (such as with whom to organize community outreach events).
o 5 Years Bench Mark (By 2023): 5 strategic/affiliate partners identified and/or with established relationships.
GOAL #3: MECUDA USA maintains a strong financial position.
Objective#1: MECUDA-USA shall manage its overall finance to achieve and maintain a healthy operating performance.
O KPI: Operating budget with an annual surplus goal.
o 5 Years Bench Mark (By 2023): Annual operating budget surplus increase by 1% each year for a total contribution margin in the 4-6% range.
Objective#2: MECUDA-USA shall increase revenue from members through members given/dues to $50,000 by 2023
o KPI#1: Increased income from membership dues
o 5 Years Bench Mark (By 2023): By a total of $10,000
o KPI#2: Increased income from members donations
o 5 Years Bench Mark (By 2023): By a total of $40,000
Objective#3: MECUDA-USA will raise $100,000 from external agencies by 2023
o KPI#1: Number of identified specific resource needs (projects) to meet the strategic plan; external fund-raising plans and fun raising events/activities to support critical needs(projects).
o 5 Years Bench Mark (By 2023): 5 high priority resource needs/2 plans/5 events or activities raising a total of $75,000
o KPI#2: Number of identified potential external funding sources (agencies) to help raise funds to support approved projects.
o 5 Years Bench Mark (By 2023): 5 identified agencies.
o KPI#2: Number of developed and/or submitted grant proposals to external funding agencies to help raise funds to support the approved projects.
o 5 Years Bench Mark (By 2023): 5 developed and/or submitted grant proposals.
GOAL #4: MECUDA-USA will contribute towards the socio-cultural advancement of Meta and its members in the US.
Objective#1: MECUDA-USA shall contribute to the cultural advancement of Meta both in the US and Cameroon.
o KPI#1: Number of published documents on current and systematic changes in the Meta tradition.
o 5 Years Bench Mark (By 2023): At least one published document bearing key elements of the meta traditional rites (marriage, birth, death, funeral, successors, enthronements, etc.)
o KPI#2: Number of training or learning opportunities offered to members/children in the US on key important elements of the Meta culture.
o 5 Years Bench Mark (By 2023): Increase by 50% to ensure that every member/child can greet elders/peers comfortably using the Meta dialect, state requirements/rites for traditional marriage, born house, perform at least one type of Meta traditional dance, etc.
Objective#2: MECUDA-USA shall contribute in the economic development of its members and Meta.
O KPI: Number of economic development opportunities created by MECUDA-USA for its members and/or Meta.
o 5 Years Bench Mark (By 2023): 5
Objective#3: MECUDA-USA shall contribute in the educational development of its members in the US and people in the Meta land.
O KPI#1: Number of education resources provided.
o 5 Years Bench Mark (By 2023): 20
O KPI#2: Scholarships/educational opportunities offered to individuals.
o 5 Years Bench Mark (By 2023):
Objective#4: MECUDA-USA shall contribute to the health of its members in the US and people in the Meta land.
O KPI#1: Number of health care resources provided, included health fare
o 5 Years Bench Mark (By 2023): 10
GOAL #5: MECUDA_USA maintains a good external relationship with other meta groups around the world.
Objective#1: MECUDA-USA shall enhance a healthy relationship with MECUDA general of Cameroon.
o KPI: Number of activities involvement in with MECUDA-General of Cameroon.
o 5 Years Bench Mark (By 2023): At least 5 annual activities.
Objective#2: MECUDA-USA shall encourage and support diasporic MECUDA.
O KPI: Number of established partnerships with other diasporic MECUDA branches around the globe.
